Mark Oakley has over 45 years of experience in the ship repair/ship building industry and started his career in the NORSHIPCO Brambleton Plant, which is now part of Lyon Shipyard and Fabrication.
He was appointed President, CEO, and Chairman of the Board of Técnico Corporation in 2024, and subsequently, Técnico Holdings upon its formation.
As President and CEO, his responsibilities include providing leadership, developing strategic growth initiatives, overseeing operations, and establishing company policy. Técnico Holdings continues to expand under his direction through a strong commitment to operational excellence, customer satisfaction, innovation, and workforce development. His leadership emphasizes building long-term partnerships, maintaining the highest standards of quality and safety, and positioning the organization for sustained growth across commercial and government sectors.

Armando Smith
Vice President and Chief Operating Officer
Armando Smith is Vice President and Chief Operating Officer of Técnico Corporation and Lyon Shipyard Fabrication (LS&F), where he provides full operational leadership across Técnico’s East and West Coast operations and all LS&F activities. As a Técnico Officer, he is responsible for enterprise-wide performance, profit-and-loss accountability, revenue growth, workforce development, and leadership development across both organizations. He also plays a key role in driving long-term strategy, ensuring both businesses remain forward-looking, competitive, and positioned at the cutting edge of innovation.
Armando began his career in the ship repair industry in 1998 in purchasing, developing a strong foundation in procurement and contract support before transitioning into field operations as a Sheet Metal Mechanic. He progressed through frontline supervision and successive levels of management, building hands-on and leadership experience across production and operations. This diverse background provides a practical, end-to-end understanding of the business from the shop floor to the executive level.
Bill Wren
General Manager
William J. “Bill” Wren serves as General Manager of Lyon Shipyard & Fabrication (LS&F), where he leads all aspects of operations, including production execution, safety, workforce development, customer support, and financial performance. He is responsible for ensuring disciplined, efficient, and compliant execution across all waterfront and fabrication activities, with safety as the highest operational priority and a strong focus on organizational stability, leadership development, and alignment with executive direction.
With more than 40 years of experience in ship repair, marine engineering, and industrial operations, Bill brings deep technical and leadership expertise to LS&F. His career includes extensive service as a U.S. Navy Limited Duty Officer and senior
